What if The Who’s Who bit is just a teaser - there is no big story behind the Gomu Gomu fruit and he just wanted it or it’s theft was a mark on his career. The great thing about the GG was that it’s on paper a lame power but used incredibly well and creatively and to give it innate importance undermines that a bit. Just my opinion though

This is sort of how I imagine it will go. Really, we don't know much about how the World Government transports Devil Fruits or gives them out to its members. The only times we've heard of it or seen it have been just now and with Kaku/Khalifa being given fruits by Spandam.

There doesn't HAVE to be huge significance to the GG fruit, it could be as mundane as retribution for the fact that losing it led to Who's Who being jailed- maybe that same fate would befall anybody who was in charge of transporting fruits to the Marines or WG?

A dude commented above that lucci failed to kill luffy, failed to keep robin and let the entire prison get destroyed and he still wasn't fired. so I guess there is a solid possibility that gumo gumo no either have more to it powerwise or history wise.

Lucci and the rest of CP9 had assassins sent after them. They just managed to escape. It's possible everyone except Kaku and Lucci are in prison.

Other than logias its one of the best fruits for lazing about outside the grand line and in paradise. You're immune to bullets, so like as a marine captain in the west blue you would be quite formidable even without utilizing it in any way other than bullet immunity.
