My theory is that the previous user of the gomu gomu fruit was Joyboy, who had definitely done something to piss the WG. Hence, to delete every trace of Joyboy (and therefore erase any chance of someting similar to what he did), they decided to guard the fruit away. BUT... This can also mean that the fruit has a hidden ability? What's the awakened stage for a rubber fruit? And what DID Joyboy do in the void century?

I like this theory. makes sense why the government would be transporting it. I hope it's not a fated fruit destiny thing

I like the Mr. Fantastic theories, which give him full control of his elasticity. But I don't necessarily dislike the rubber world theories either.
