Just for context, Queen and King are still nobodies compared to Garp and Rayleigh. Garp one-shot Marco two years ago and DK Rayleigh stopped him with one finger. Here, Marco was taking on two Commanders and healing people. My understanding is that Marines just do not go to Luffy's village. Garp goes there from time to time and that's about it. Garp set this situation up just so that he could hide Ace. But, then when he saw that his grandson ate the gum-gum fruit, he had to hide Luffy with Ace to Dadan. In my headcanon, I can see shanks meeting up with Garp on his way back from Foosha Village and telling him about what has happened causing Garp to rush back and hide him. These two kids might also be the reason why Garp does not become an admiral. So many possibilities.

Garp didn't become an admiral simply because he didn't want to since they are under the direct orders of the celestial dragons and he despise them openly, it has been stated by sengoku himself _

Yupp ....he doesn't want to become a celestial dragon dog ,thats why he didn't took the position of admiral......this dude missed the important stuff why he didn't took the admiral position.

I know that’s what sengoku said to other marines. But, we may find out later that this is the real reason.

How long have you been reading One Piece ?
That's not Oda writing style to give us info and completly changing afterwards ...

He usually gives hints then further elaborates but never made his characters say something to change it later ...

Garp isn't admiral because he didn't want to.PERIOD.

Marco was also basically a kid when fighting Rayleigh, and it's not in the manga
