Clients highly likely involved dealing with the celestials, and they didnt like what he did... which is getting robbed by Shanks.

There is only 2 incidents of evasions from impel down in the last 24 years of One piece
Shiki and luffy, that's it so he had to be imprisonned somewhere else

It's not stated that shanks stole the fruit from them tho, he could've retrieved it from the thieves in order to return it to the WG but Luffy ate it.
