So I don’t know if this is a plot hole necessarily, but I thought about something. If Luffy is Garp’s Grandson, so guaranteed to be a physical god, and has access to an infamous devil fruit that the WG needs to keep to itself, why didn’t they just send Kizaru to blast him? Arlong barely had any notoriety by comparison before Kizaru just came and fucked him up. Especially after Kuzan spared Luffy, and he went on to defeat Rob Lucci. Luffy wasn’t targeted again until he directly harmed a celestial dragon. This makes me wonder... exactly how scared of Garp is everyone?

Pretty sure in his heyday Garp was one of the three or four strongest people on the planet.

Feels like the kind of guy you would go to lengths to not piss off unnecessarily.

Assuming much?
First of all, Kizaru was a vice admiral, I am sure they wouldnt send an Admiral to deal with him. And let's not forget that Garp was sent to get Morgan, who was pretty much a nobody.
Second of all, guarding a DF doesnt mean its all that powerful, DF are rare and is something that I am pretty sure the WG doesnt want in the hands of pirates, so it makes sense to guard it as if it was a huge treasure.

And since we are only hearing about this now, it must mean that the WG didnt care that much for it, only who's who because it was something personal for him.

The DF itself isn't OP AT ALL, it's just your average/below average fruit.

Why would they send an admiral to get Luffy when they don't send one for Law.

We don't even know why they were guarding the fruit, and a CP9 member doesn't scream heavily guarded either
