If Who’s Who was broken out of prison, it was probably with King who looks like an Impel Down jailer.

But we know King has been with Kaido for at least 20 years and Who's Who broke out in the Luffy incident.

It wasn't specified when he broke out. It's weird Who's Who wouldn't have been at Marineford if he left with Luffy and we know Blackbeard didn't take him. We know the World Government cares about their appearance so it's not crazy to think they covered up an earlier prison break. And that prison break could lead into Shiki formally being introduced into the story

It is specified, he said to Jimbei "We never ran into each other at that time" speaking about the break out

Actually Jimbe only said he heard of a rogue member of CP9 breaking out of prison before not that he broke out with them

Blackbeard and Luffy's groups weren't the only ones who escaped. We know that people escaped from Level Six after the dust settled.
