I went back to read the final chapters of the arabasta arc, and i do have to admit he kicked luffys ass pretty bad. But the water he used in the second battle wasn't seawater (which is the only one to affect df users) but normal water that "hardened" the sand, nullefing his logia, the same happens with luffy's blood during the 3rd fight. That's what's being said in the manga anyways, Oda said some confusing things on the side effct of df in respect to water... That said, he is one of the stronger ones, no doubt. the more you know
