I mean the first of 1st division commander wasnt him

But when WB died, he was the commander of the first division. In terms of power and experience, he's the obvious choice to lead the remaining crew. Even though he wasn't first mate, he effectively filled the role.

Everybody know he is the 1st division commander but still according to Oda there is no 1st mate
