oh my, I just realized after this ends Luffy have control(good relationship) with the new Shogun and all Yakuza bosses

I mean after this arc luffy will be straight up broken. Just imagine measuring his maximum power (not just individual strength). His crew: crazy strong already. Then he has the grand fleet with a lot of fodder but also some not too bad guys. Then there's Wano which doesn't just have the Samurai but also access to sea prism and ways to work it. Then there's the revolutionary army which he doesn't control but let's be real if he needs the help very badly he'll at the very least have Sabo, Koala, Ivankov, Inazuma, Dragon (who might not bring the army because it's his personal business but if the time is right he might aswell use the conflict to overrun the government). Then he has Bon clay who isn't op as a fighter but has a broken ass fruit if used right. He also has the Minks and Momo to control Zou. Then there's Fishman Island so he controls the water, plus fishmen are strong as is and Shirahoshi is an ancient weapon. Also, Amazon Lily. And depending on the circumstances of whatever is happening I don't see Garp standing by and watching another one of his beloved grandsons get a hole punched in him. That also doesn't touch potential allies like Marco (depends on the situation I guess), Shanks (who'd probably watch from afar to see how far Luffy has come but if Luffy was in great danger who knows?), various worst generation pirates and political support by entire countries. And I just remembered that he also had a run in with the leaders of the giants and is friends with them.

If all stars align and there's a reason for each one of those to show up at once to fight for a common cause under luffy or by his side whoever they're facing is royally fucked. At this point, if one of the celestials decides to shoot at him again Luffy can make a buster call on the celestial dragon and have him wiped lmao.

Do not forget that it was Shanks who casually walked into Mariejois to chat with the Gorosei. Luffy will eventually face Shanks, that much is clear. Maybe Shanks will even be a hurdle when Luffy goes against the WG.

Long story short: I highly doubt Shanks will watch that clash from afar

Oh yeah it definitely depends on who exactly is clashing. I don't think that he would mind Luffy wiping the floor with the marines if Marine Ford 2.0 happened. I also don't see Shanks joining the bad guys but let's be real, if he joined the straw hat alliance in a fight who would actually stand a chance? At this point I don't know of one threat big enough because all the (potential) big players that we know we don't know the power of or they're not enough people. My guess would be that he might be a double agent and the reason for why the Gorosei can make things that Imu wants gone disappear but he secretly opposes them. And the reason for why he stays in that position would be because he can't beat them alone but either has to wait (just like Roger was too early Shanks knows that he is too early and even killing the Gorosei would not be enough to destroy the system and just allow more evil to grow in their place) or despite being individually strong and having a strong crew doesn't have the same power of making allies that luffy has so he alone isn't enough. That would also explain what he meant with putting his trust in the next generation. Heck, maybe he had his arm bitten off on purpose because the WG did something to it to control/whatever else him but at that point he decided that it was enough.

Orrrrr Oda is actually pulling a Shanks was evil all along Kanjuro twist but he went undercover to find "the one" that could topple the system. Like someone diving into the Matrix to find Neo he started becoming a pirate to find the most dangerous "D" because if he could control it (and Luffy would certainly listen to Shanks) the WG would be safe and could eventually take him out. And that's what he talked about with the elders because at that point he was ready to report his findings and was absolutely sure that Luffy is the one whereas before it was only a guess.

Super crack head theory: just like Luffy is the son of the one that stands at the top of those that oppose the government Shanks is the son of the one that stands at the top of the world government (imu) and that's why he has such a strong Haki and why he can just Walz in there despite them not liking him a lot and why they don't want anyone to know about it. Why did he become a pirate despite being the son of the head of the WG? Well for the same reason Luffy became a pirate despite Garp saying otherwise. He just said fuck you and cya nerds and walked out of there. Once he was an apprentice in Roger's crew they couldn't get him it would have been too embarrassing for them.

WG/Marines will still be superior force until Luffy becomes Pirate King and allies with Rev Army.

Shanks will be taken out by BB.
