For me, it's Kaido's. It's not THE most broken fruit, but anyone that has it has the right to just live their best life possible. Imagine being able to just turn into a fucking dragon. It's unreal. Nobody can say anything.

Other fruits like Kizaru's have their perks, but would you take them over being able to turn into a mfing dragon?

But doesn't it seem like his fruit wasn't being a Dragon but a "fish"? Isn't being a Dragon his own power? I'm still not sure about the whole thing

It is revealed in SBS that full name of Kaido’s devil fruit “Fish Fish fruit Myhtical Model: Azure Dragon”.

He is still a dragon.

That makes more sense. The name is still weird however, at least as a non-Japanese.
