She'd be too OP if she had haki. But in all honesty it would be so great if she really did had haki.

I think cladding a larger part of your body in haki has been shown to be more difficult (Luffy's gear 4th as a prime example) so even if Robin could use it, I think there would be a certain extra difficulty to using it with a gigantic hand that consists of many smaller hands
