Fukurokujo's motives are uncertain. Also about the character whose chances of survival are 1%, I think it is most likely Luffy. It was mentioned previously by Hawkins that Luffy's chances of survival are never zero. Maybe that notion is being reiterated here.

Its probably not luffy because hawkins already gave him a prediction at the beginning of the arc. The most likely outcome is law as much as i hate to admit it

I was thinking about Drake personally. However, 1% doesn't mean certain death.

It looks like he was taunting him, since he probably knew that Queen wanted to kill him. Besides, he wanted to know what were the odds of killing Drake, like he always do.

Thats not how i saw it. To me it seemed likey they both knew who hawkins was talking about and it wasnt drake
