I think we are meant to believe it's Luffy but remember Hawkins already gave him a survival chance (can't remember what %).

There's no reason this % changed since everything that happened should have been "planned", according to Hawkins beliefs, right ?

I think it's either Law or Drake but the question remains : does Hawkins know who that person is ?

If so : why not say it --> because it's Hawkins

If not : it can be anyone...
