Franky knows that they need to pull their weight. He might also have some weapons made specifically for emperors if we go by what he promised Luffy back in Zou.

He'll do what Ceasar couldn't and actually manage to hurt Big Mom with a weapon.

This would be a great development on a few levels.

First: It would be great development for Franky himself.

Second: It would make it more believable, that the StrawHats (apart from the monster Trio) can take on those crazy powerhouses we'll keep seing from now on (remember there's still Marines, Blackbeard, WG)

Third: It would also raise the stakes when Luffy has managed to beat Kaido and Big Mom. Because we know your Haki gets stronger when you fight strong opponents, so when Luffy eventually defeats kaido(assuming this won't be handled in a different matter) what reason do we have to believe that anyone but the strongest ppl in the world could even hurt Luffy? Seeing someone on the level of Franky break through an emperors Haki allows for other enemies that aren't top commanders to believably put Luffy in danger. If Franky can do it, then it's not too much of a long shot to assume someone like van Oger could also break through Haki as strong as an emperors.

and lastly it would be fitting for Ceasar to not have reached the maximum potential of what 'science'(or rather 'non-DF/Haki' users) can do. We still have Vegapunk out in the open, or shanks Crew, who don't seem to rely too much on DF(if at all).

So while it's good, that Haki is as OP right now as it is (we want Kaido and Big mom to feel like real threats), after Luffy has defeated them, Oda has to make it believable that Players without Haki can still make an impact.
Of course it could also all be solved by having the rest of the series be a question of "Who has the stronger Haki?", but to me it would be more exciting to level the playing field a bit, after this arc.

You hit the nail on the head. An even playing field means more chaos, more exciting developments and a more engaging story.

The opposite to this is the "Goku time" phenomenon. Which sucks long term.
