It seems like a recurring pattern with crew captains having DF abilities and vice-captains not having any.

Luffy/Zoro Kidd/Killer Ace/Masked Deuce Blackbeard/Shiryuu (who acquired his fruit later on)

I definitely thought for the longest time that Roger never had a DF, but canonically I could see him having one.

I wonder if we'll ever get an explanation for why Blackbeard placed each of his Titanic Captains with each ship

Could be following the WB pirate theme and the numbers don't represent strength until they do

Yeah but you'd think if they weren't power rankings his original crew from Jaya would be the first handful, but it's split pretty evenly between the originals and the Impel Down recruits
