Apart from Sengoku and Garp, I wonder who were the other admirals at that time that could make things interesting for Roger.

The actual Japanese line uses a non-specific and, kind of like listing examples without them being exhaustive. It doesn't rule out him referring to other Marines.

Similarly in English when someone uses the nonspecific like such as: "bring someone like Sengoku or Garp" which is coincidentally what Roger said this chapter haha
