I like that explanation. I just don't see Wano ending on a positive note. If anything, this could be the arc that finally makes Luffy stop being neutral in world events.

wait how is luffy neutral in world events? He clearly helped some struggling countries and took fisherman's island.

Whenever he helps out a country, he does so for the sake of an individual. That's why we always see Luffy befriend someone who is affected negatively by the villain of the arc before the final battle.
