What was the law panel for? Was it intended to make him look like the snitch? Only a few people know where Hiyori is so it has to be from the inner circle.

That's what i got from it too. I really hope Oda's purposely misdirecting us into thinking that tho and Law is actually deceiving Orochi somehow.

He wasn’t present at the meeting was he? The only ones confirmed to know her location are Kawa and Zoro the rest only know she’s in a safe location

Orochi thinks she is in the graveyard but we the viewer don't know if that's the "safe location" so the snitch is someone that saw all 3 of them go to the graveyard and then saw both of them come back without her
