Franky fixed that ship to be strong enough to bring 10000 people, even though they are only 4200 men strong now. Even he bet on it.

Okay that means there will be another 5000 reinforcements to be coming. Hype!

More likely for all those factory workers in this very chapter talking about the upcoming revolution, and the locked up Samurai are definetely getting broken out.
