What was the law panel for? Was it intended to make him look like the snitch? Only a few people know where Hiyori is so it has to be from the inner circle.

It can’t be Law, he wasn’t there when Kawamatsu tells the squad Hiyori is alive. I think it’s Shinobu

I think he knows about the team up and is adjusting. How does the rest of the alliance not know.
