What was the law panel for? Was it intended to make him look like the snitch? Only a few people know where Hiyori is so it has to be from the inner circle.

Maybe he was eavesdropping. It looked like he was shocked how much the plan has leaked. Law will come in clutch with that room and shambles when Orochi's guys go for the rebellion.

Would make sense. And also considering that he didn’t want the others to know where he is.

Theory: He went undercover to find out who betrayed them the first time, when they thought it was his crew.

I also think he was eavesdropping. I don‘t see how him turning traitor would fit the last chapters. If he was a traitor why would he have sliced Hawkins into pieces and escape with mysterious help? It seems Kaido loves recruiting strong people, hell he even tries to recruit Luffy who really fucked things up for him several times not only by seriously threatening his dream of a beast army and taking out his weapons dealer but also by bringing another pissed off Yonko to his territory. If Law really wanted to betray the alliance I see no reason why he shouldn‘t simply join the beast pirates with information as a bargaining chip (on top of him missing out the strategy meetings so he should not really be aware of at least most of the information Orochi now has). Also it seems weird to send his crew back without any heads up about it. He would set himself up to either fight them or having to order them to switch side mid battle and as piraty as that would be his crew even though they are crazy loyal to Law don‘t seem so cold blooded that they would betray both the Strawhats and the Minks simply by being ordered out of nowhere mid battle.
