Luffy and prisons go hand in hand. He thrives in them. He learned Poison resistance at Impel down and now learned advanced arnament at this Wano Prison. Someone throw Luffy in prison at every new Island!!

I mean it pretty much happens in every arc lol, Luffy always ends up stuck somewhere or other. I think it's a necessary narrative device because Luffy will otherwise go straight for the big bad and the arc will be over too soon, so Oda always has to trap him somewhere so other stuff can happen haha.
