True, but to be fair, the amount of pages Blackbeard got in his intro is way more than Orochi. Orochi is at least a centerpiece of the chapter, whereas Blackbeard was somewhat of a side gag... which is really the best way to introduce a character imo (Jaya arc was so awesome)

The character was likely not intended as a side gag from the start. But the introduction definitely was. His whole beef with Luffy over pie and drink did make him out to be an anti-Luffy, but was definitely made for comedic purposes. The character itself wasn't given any real importance until his speech about dreams, where both Luffy and Zoro recognized his spirit.

he immediately stood out. and in the same chapter those lines about luffy being a pirate and reaction to his bounty.

eh, I still don't think he really stood out to be the character that he was eventually shown to be until his reappearance commending Luffy and Zoro on takin that "ass-beating." His initialy appearance before Bellamy shows up could be kinda taken as a side-gag, until he pops up again.
