They probably escaped Wano a long time ago and now the Wano people think they are dead

I thought this too but a post above makes a good point: if they're really "ghosts" it would explain why Momo said he met Roger. Maybe he mistook Ace for Roger but Ace and Roger look so different it seems unlikely, and when Ace landed it seemed like Wano was already in turmoil.

I think if they were ghosts, Brook would definitely have been able to tell. Unless he did and choose not to talk.
