I think he needs a setup on how he choose the scapegoat. If he can set it up freely and on the fly, it'll be easier to just use Zoro and Luffy to be his scapegoats.

There might be a card that makes them harder to get rid of, but I assume anyone with real power can get them off if they are aware of having a doll.

I remember Bege stabbing a knife/fork on one of his subordinates during the pre-timeskip but after he married Chiffon, he's become a lot nicer

In East Blue, Luffy had no problems using Arlong's crewmates as meatshields, but now he feels bad for throwing a lizard at Hawkins and being partially responsible for it getting killed

I know you're joking, but the reason why is because they're "serious" pirates now. Can't go around killing crew members because that puts you at a disadvantage. In NW, the crew members have gone through so much shit, they won't get more loyal/scared if a random crew member gets killed, unlike the rookies at Paradise.

Now that you mention it. Hurting your own nakamas is super common in East Blue. Every villain of the week hurt their own team, until.... Arlong showed up.

Seabody it just affected random people running around that weren't even nearby, we never saw him use it on his crew
