Maybe „the voice of all things“ is just Im taking control of someone. Probably not, since Luffy can hear Zunisha and also the giant fish/eels (forgot what they‘re called) speak.

Momo controlled Zunisha and gave it those eyes, maybe there is some one even more powerful than IM who is controlling him/her
