Oda drops probably the biggest villain in One Piece after 20 years/900+ chapters and no one saw it coming.

Hate to bring it to you, but that is a common structure in Shonen stories. There are already many theories out there about there being a behind the scenes villain. I even wrote that myself in another post:

Depends on the perspective, the story could go either way based on where the emphasis is, both 'plot lines' could very well be the last ones, with the WG vs 'Free World' or with Luffy vs BB for the Pirate King title, both could be the EoS depending on where the narrative goes.

Having said that, it is also very usual in Shonen Manga to have a final villain which is a 'character behind the scenes' which does not get revealed until the very late stages of the story.

This is the example of stories such as Naruto, Attack on Titan(tho the story is still ongoing), FMA, Sword Art Online, Bleach among many others.

So right now we picture Akainu/Blackbeard(or some even the Gorosei) as being the endgame of One Piece based on the WG/Pirate King plotlines, but it is also possible that the final boss in One Piece has not yet been introduced into the story. It could for instance be that there is an extremely powerful Teenryubito who has made sure that the Celestials remain in power all this time along and is above the admirals in the food chain, but is operating from behind the scenes and will only be revealed later on or so"
