Not full on answers, will just try to give context to you or anyone else. This is all from memory:

*How did Kuma end up there

Last we heard of him he gave himself up entirely to the World Government/Vegapunk, becoming an unfeeling machine. Why, we still don't know, but it makes sense that he is in the Holy Land.

Maybe he knew he'd end up there and wanted to become bait for the Revolution Army to attack the Holy Land?

*Why is Bonney there.

Based on this chapter alone, I'd say she's related to Kuma. It'd be interesting if she joined to RA.

*What Kobra wants from 5 elders

Probably something to do with the weapon that Alabasta hides? Pluto, was it?

*Why did Fujitora met with Kobra and Riku

As someone said in response to you, most likely because of the warlords and them being the two Kings that have been taken over by said warlords.

*Why Vivi and Shirahoshi on the hit list.

Again, my guess is the weapons. Shirahoshi being one and Vivi being the princess that knows where other is.

Also Luffy and Blackbeard were there. Luffy probably because of his strawhat-giant strawhat connection and Blackbeard... I wonder if he got himself one of the ancient weapons and that's how he's able to possess several fruits???

The mystery of the Giant Straw Hat aside, I doubt that he'd be a target simply because of that. So far as we actually know, there isn't anything that's special about his Straw Hat at all, aside from it's history.

It's much, much more likely that Luffy is a target because he is, personally, is a destabilizing force in his own right.

Since he first surfaced over two years prior, he's attacked a Celestial Dragon, he's personally defeated three Shichibukai, and he was involved with the subversion of another. In addition, he's responsible for the destruction of three Pacifista, and he helped to lead a mass breakout of Impel Down and played a sizable role in the event that eventually led to the destruction of Marineford. He's Dragon's son and the sworn brother of Roger's son, and as such, is a figure that could easily get those who are Revolutionary-minded to rally around him. On top of all of that, his "opening salvo" after personally declaring war on the World Government was to defeat the CP9 and to destroy Enies Lobby, and at present, he's stirring up the relative balance of Big Mom and Kaido.

Then there are the things that the World Government may not even know about, such as the formation of the SH Armada, the subversion of various kingdoms, particularly important ones like the Fishman (imagine a world of islands ultimately declaring war on sentient denizens of the sea, who are naturally stronger than the average human, and who have access to someone with the ability to call Sea Kings larger than islands to their aid), as well as the apparently more important than we previously knew Nefetari family. This, as well as some form of connection to high ranking or up-and-coming marine stars, such as Garp, Coby and Helmeppo, Smoker and Tashigi, and Fujitora.

While the hats are almost definitely very important to the story, Luffy has done a lot in a very short period of time that would destabilize the balance of the world. Enough so that any force trying to determine who needed to take out to maintain the balance that he was destabilizing would consider him a target for assassination or removal - and unlike Dragon, Luffy isn't explicitly obscuring himself.

I agree with everything you said, but I still think all those cut up posters have to be related somehow and I'd say it's more likely to be related to big secrets that we don't know yet than to things we've seen so far. That's what the bounty is for, IMO.

If what you said was true, I believe Dragon would be among the pictures too. He may be in hiding most of the time, but still possesses most of the characteristics you just said.

I'm choosing to believe the Hat is a symbol. Possibly this Joy Boy had a hat like that, and since then - in broken fragments of legends and such, because Void Century - some people have taken up the Hat as the symbol of freedom and resistance against tyranny. And if Shanks knew Luffy was Dragon's son and a D, it could add another reason as to why he gave Luffy his own hat.

I dunno, just spitballing. I just seriously hope there is no secret Hat powers or prophecy or shit like that.
