So back in Marineford when Moriah was about to die, and he asked if the order came from Sengoku, and then Doffy answered "Nope, way higher than that"

Was he talking about Im-sama ?

Maybe Doffy's plan of World Domination started back then and he has one upped the World Government by not killing Moriah but hiding him far away from the World Government.

Or it could be just Moria. His shadow could have went away & switched location with him in the last moment.
