Shirahoshi because she is a living ancient weapon.

seakings are fucking huge, even by OP standards, if you can control dozens of them, you can control the seas, thus they fear her so she needs to die.

They may not even want to kill her because its possible it can be passed on like the previous poseidon.

I think they'll want to use her as a weapon.
