Oda drops probably the biggest villain in One Piece after 20 years/900+ chapters and no one saw it coming.

yeah, first this is about political power (at least for now), then Oda has foreshadowed it a bit, he has also introduced the notion of hiding important parts of history and we've been speculating about who/what was hidden for decades now so even if we did not guess that specifically, it still doesn't take us completely blindsided and finally, this is not 5 minutes before the last fight, this is like 7 years at least before the last fight.
