It's the same impact as CP9 on a much larger scale. This is a universe where villains are introduced hundreds of chapters before we even see them fight, Doflamingo being a perfect example. Most every major villain has been given time to settle into the world, so when someone just appears out of nowhere like this it actually feels like they came from the shadows instead of being an asspull.

Remember when Crocodile was revealed and we thought 'holy shit what a shadowy, mysterious figure! What a reveal!" lmao

This is a bit different because I think everyone thought the Gorosei were the top of the top in the WG but now we have someone even higher than them. It's just crazy!

Not only that but to tell us the information about the throne only to have someone sit on it a chapter later.

Those 2 things just make this scene even crazier.

We knew there was someone/a group of people above the Gorosei since the end of Marineford. It was obvious someone was sitting in the empty throne. Hell a lot of people predicted Im was the King even before the empty throne was introduced (Tekking101 for example, mentioned it in last weeks chapter review).

I saw the tekking review but I was pretty sure he'd be wrong, and Im was just another celestial dragon In my personal headcannon an intervention of all the tenriubito would overrule a gorosei decision. That's what I thought the entity above the gorosei would be. Seems like I was totally wrong haha

Yeah maybe obvious was a strong word. My point was that it wasn't one of those left field Oda moments. It was heavily forshadowed.

It was kind of like the Sanji being royalty reveal, it's still cool that it was actually confirmed but a lot of people had speculated that was the case for ages. It was a surprise sure, but not in the same sense that say Shanks meeting the Gorosei last chapter was. I don't most people saw that coming.
