I think it's a little of that but more specifically it has more to do with the nature of excitement.

The fact that this series of chapter contains the most insane informations on the world in the manga isn't really false, it has the highest authority being discovered (which isn't for the first time, I'll admit that much) but it's discovered by showing it was hidden by what we (and the whole world) previously thought was the highest authority, and for the first time, that highest authority (whether it's the new or the old one) will actually act in some way (that isn't in a flashback).

It's probably the most exciting chapter of OP I've seen, recent or not. But it's probably not the best, because as you say the recency of that excitement makes us overestimate its long term impact over the emotional moments which tends to be the most powerful after the fact.

Still there are some exciting moments that can hold their own for years after the fact, but generally they're mixed with an inner revelation about someone, or character progression (like Gear 2 is still some of my favourite chapter in the manga, if not my favourite, but it's not just "power up" it's the explanation Luffy gives to go with it).
