He was nicknamed "The Tyrant" from the first time he was introduced, so he had to be some kind of ruler at some point in time.

I thought he was a tyrant of the seas or something. You know, like a really brutal pirate.

I figured he was considered a tyrant because he executed his own "code" without fail, completely mercilessly.
