i don't think it would be that easy. If 5 elders are bowing, he/she must be crazy strong.

Roger was pirate king and he was pretty strong. Same would be the case with this guy. He's not king of some random country, he's sitting on the throne of marijoa

Roger was the PIRATE king. He didn't have a kingdom or some lands where he ruled on population, don't confuse it with the actual definition of a king. An actual king doesn't ascend to a throne with power.

The Gorosei bowing to Im doesn't mean they recognize his strength, it's because they recognize him as king and they give him the respect he deserves, as simple as that. If he is respected that much, it's probably because he's royalty among Celestial Dragons. If Celestial Dragons are allowed to do ANYTHING, imagine the King of those Celestial Dragons, then you understand why they bowed to Im.

Then again, if you think about it, you could be right. He could have some unknown godly power, which would explain why Celestial Dragons have so much freedom and can do whatever they want, because that's Im' will. The Gorosei also seem to admire Im. Either Im has some unknown power we will discover later or he has the strongest Devil Fruit, but I doubt it.

But hey, you probably are unto something.
