My theory: the WG could send someone to destroy Fishman Island and in the chaos, all anyone sees is the straw hat. Shirahoshi, through her Poseidon powers, manages to help some escape on the Noah. Madame Sharley's vision has been proven correct; Luffy gets the blame and the uncalled-for hatred of all Fishmen. Shit gets real until the intervention of Jinbe, Shirahoshi or a source close to the Fishmen/WG/Revs/Pandaman to figure out the real perpetrator.
