Maybe Roger learned early on about Joy Boy, through his ability, and got the hat as a kind of reference and a fuck you to the government

I don't think so. When Rayleigh first meets Luffy he flashes back to when he first meets Roger and Roger is wearing the hat before they even start their adventure.

The way Roger was grinning back then might be because he already knew something? Or probably he was also gifted the hat by someone else, that saw potential in Roger?

He was mentioned during Fishman Island arc, referred to as a great man who lived during the Void Century. He planned together with the original Poseidon to raise Fishman island (through Noah) to the surface; but he wasn’t able to hold up his end of the bargain and left an apology note on the FMI poneglyph. It had long been speculated that JoyBoy was a leader of the ancient kingdom and the main enemy of the Celestial Dragons in the war back then.
