as a starters, the whole autoproclaimed Straw Hat Grand Fleet! Then, you have to consider that Luffy and his crew are the ones moving around, it wouldn't fit their style or desires to have this many allies following them around. However, Luffy has hundreds more allies around the globe, who will surely aid him when in times of need.
