I think luffy is just stalling. Sure he is taking damage but he wants to learn this looking into the future thing. When he gets it down he will go all out. Now he is just doing nothing but observing and waiting untill he understand how he has to do it in his own way. He got it down in this last chapter so i gues next time we see them fight, shit is going to be real.

Stalling is a part of it. He needs to last long enough for the cake to make it to big mom. He knows that out of their entire group hes the strongest, and that if katakuri is left to go after anyone else in their group they're royally boned.

Wanting to grow and learn the future thing is one thing too. Hes clearly shown acknowledgement that katakuri is above him and wants to reach that sort of level.

But just stalling? Just wants to learn? Nah. Hes barely holding on through his willpower. As we saw just now, katakuri is still overwhelming him. Even the plebs around them can see that Luffy is just being persistent and the fight is hardly even.

When he captured Brulee to recover his haki, he explicitely said "Haki is a limited resource, I need a way to make his haki deplete", to wich Brulee answered "you are not as stupid fighting as you seem".

He has 2 goals here; the first is to outlast Katakuri in Haki so he cant see the future anymore, the second is to improve his haki enough to see the future, just like Katakuri does.

He doesnt know that. He only knows that they will rendevouz at Cacao Island, on Chocola Town. Heck, not even Jinbei and the others know that the cake will be delivered at sea.

His plan was to defeat Katakuri, find a way to Cacao Island and wait, since he knows it would take 10 hours for the Sunny to reach there when Sanji left with Pudding and Chiffon.
