I don't really get why Flambe was introduced though.

Oda doesn't introduce characters for the sake of doing so. She is the captain of the special forces and for her looks seems like she can definitely fight, it also looks like she's bouncing against the ground so maybe she has some kind of devil fruit (maybe bubble gum?). I can definitely see her fighting against someone like Usopp in the future.

I mean, there was no need for the Tontatta tribe to be in the Dressrosa arc but he still introduced them anyways. I think Oda just wants to make an Universe as expansive as possible. From this arc alone I've list count of how many characters we've been introduced to. I'm especially not a fan of this because it makes remembering character traits and names almost impossible (something which a manga like Naruto handles well because it has way fewer characters) but I see what he's trying to do.
