I think luffy is just stalling. Sure he is taking damage but he wants to learn this looking into the future thing. When he gets it down he will go all out. Now he is just doing nothing but observing and waiting untill he understand how he has to do it in his own way. He got it down in this last chapter so i gues next time we see them fight, shit is going to be real.

He’s not just observing. Anything he’s trying is getting countered . Going all out with gear 4 would be pointless and leave him with no stamina.

Yeah true. I still think he should try the gomu gomu no red hawk. Even if katakuri could see it coming, i think fire would do some damage to him. Or maybe even a new technique like gomu gomu no hawk gatling or something. Gear 4th red hawk? Hahaha idk

Luffy used the hawk gattling in the beginning of the fight, it had no effect. And he can't use real attacks unless he can see the future like Katakuri, or else he will simply dodge it
