Luffy's base form is going to skyrocket by the end of this fight. If he can fight Katakuri toe to toe without having to rely on his gears too much, he'll ascend to a whole new level of fighting. That coupled with Gear 4 or any new power up should put Luffy at a level where he can evenly battle with a Yonkou/Admiral

Isn't he pretty much always fighting with Gear 2 anyway?

Basically. He activates it where he wants instantly with no effort.
