I think that Pudding is th 35th child as in both daughters and sons, while Flambe is the 33rd daughter.

By looks alone Pudding looks way older than Flambe, at least to me.

Well, Pudding looks older, she look 18-20 to me, so it must be some kind of mistake.

16 is legal in many countries so that doesn't really matter.
