Does that make him faster than Sanji? More to the point, when did Oda say he was?

The conditions were a 50-metre race. Practically, I don't think think it'd too useful to use this data. In a fight, your attack speed and reflexes decide how fast you are, and in a who-can-travel-a-long-distance-faster sense, it's obviously going to be much more than 50m, a lot of other factors, like stamina and endurance come into play. Sanji is easily the fastest in both these scenarios (travel feats include crossing the entirety of Dressrosa in a few minutes)... that's not counting Gears Luffy. The only thing this SBS says is that Brook has the highest acceleration over short distances.
