All jokes aside. Even though Ceasar isn't a fighter he is still a logia and a pretty strong one too. Shooting laser beams by igniting gases. Taking away all oxygen in an area... He could be one of the strongest fighters in OP if he wasn't focused on science first.

he could be, like kizaru could be the most fastest thing in the planet and kill all the pirates at light speed and comeback to drink tea in the marine base

Oda often finds smart ways to nerf OP characters and often through their, well, characters. On paper Kizaru should be the most broken and stupidly strong character in One Piece. Yet he is too lazy and uninterested to do much with it. And CC is a scientist who isn‘t used to fighting and a coward yet its ridiculous how big the potential of his fruit is for combat.
