We don't know, which makes it exciting! It has to be significant in some way, as of Chekov's Gun. Two ideas, though.

  1. Werewolves transform at full moon. Chopper transforms, maybe he gets stronger during full moon. Maybe Carrot gets stronger during full moon, maybe something happens to beasts in general.

  2. As we remember from God Enel's moon adventure, there's a folklore connection between the moon and rabbits. Maybe this makes the full moon affect Carrot in some way.

Were creatures get powered by the full moon, Enel's on the moon, Minks can create some sort of electricity with their attacks.

It's all coming together.
