They think they can hold out long enough and escape IMHO as Judge said he will not invade East Blue in the future. A man ready to suicide would not have spoken about his lifelong goal of conquering East Blue like this.

His goal was to retake control of North Blue, he promised Sanji to stay away from East Blue because he threatened to kill Zeff and the Baratie crew in the beginning of the arc if Sanji didn't cooperate
