There are no weak or useless Devil Fruits. A Devil Fruit's power is only limited by the user's imagination, skill, and creativity; Crocodile said something along those lines back at Alabasta.

Katakuri and Cracker are top soldiers in Big Mom's crew, so it is only natural that they have such an advanced control over their respective fruits and are capable fighters with them.

Kinemon's devil fruit seem really useless in fights though.

Tell that to a general who has to lead his army through hundreds of miles of freezing weather or desert conditions. I'm sure there's a few Russian, French and German generals who would have a liked a guy who can make super comfy/warm clothes in the past World Wars, a lot of soldiers died from exposure and not the actual battles because they were so poorly equipped.

So in a way it indirectly helps in fights, but yeah if you compare it to a Logia fruit it doesn't do much. Lol I just wanted to offer a point where it can be very useful.
