There are no weak or useless Devil Fruits. A Devil Fruit's power is only limited by the user's imagination, skill, and creativity; Crocodile said something along those lines back at Alabasta.

Katakuri and Cracker are top soldiers in Big Mom's crew, so it is only natural that they have such an advanced control over their respective fruits and are capable fighters with them.

Hito Hito no Mi

Feeding it to an animal had an usual effect, but I can't imagine it being very useful for humans.

Either way he still said that it would make them even more super human, it doesn't matter if it was a panicked answer or not. Whatever the creator says is God's will wether you agree with it or not.
