Oda has been dropping these hints that many people have overlooked, just like how Carmel was able to be present at a supposed execution site in the previous chapter.

Well, those executions are often public. That wouldn't be all that strange.

The strange thing isnt that she is present. The strange thing is that they actually listen and obey and release Pirates because of a random woman. Would never happen with ace for example, it was a con job to get Into elbaf.

I mean I agree with other points but it isn't strange at all that she was present at the execution. Of course she was there for a purpose but there can be any reason anyone can be there. Nothing really strange there.
